How do I inflate garden cart tires?

I have a garden cart with pneumatic tires that have gone flat, and can't get them to inflate when I take them to the gas station because they won't seal on the rim. Any suggestions?
any tubeless tire needs about 100lbs burst of air pressure to get them to seal on rim-any tire store or person with home compressor can inflate them-gas station air compressors will not give that burst of air
